K-9 Bak’s Horrific Death ~ His Killer Returns…

This is an update on another K9 unresolved hot car death from 2016. It is particularly gruesome. 

I first brought you the story of K-9 Bak on August 30, 2016, in a story called What Is It With These Psycho Cops?? Bak’s death was so disturbing, so egregious that I mentioned him in several posts including The Tragedy of K-9 Bak  on November 3, 2016.

Eight-year-old K-9 Bak was with the Stephens County OK Sheriff’s Dept. for six years. He was dual trained in both narcotics and detection and according to Sheriff Wayne McKinney, brought excellent work to the department. For the past four years, he was partnered with Deputy Matthew Peck, with whom he resided. Ironically, both K-9 Bak and Deputy Peck had both been with the department for six years.

On August 3, 2016, Deputy Peck finished his shift and returned home with Bak in the vehicle. Peck was off duty until August 5. We don’t know if K-9 Bak lived inside Peck’s home or in an outside kennel. What we do know however is that when Peck exited the patrol unit on August 3, he left K-9 Bak inside. Left him with no food, no water, and no air flow.

The outside temperature on August 3 was 100 degrees F  and remained high the rest of the week.

When Deputy Peck entered the patrol unit on August 5, he discovered his partner’s dead body. There was also a noticeable odor. In the initial media reports there were some discrepancies as to exactly when on August 5 Peck discovered K-9 Bak deceased; one report said he discovered him as soon as he entered the patrol vehicle and another said it wasn’t till he arrived at the Sheriff’s Department then reentered the vehicle to go to court that he made the gruesome discovery. In either event, the dog was left unattended for 38 hours. I cannot comprehend how a handler who has been partnered with a K9 for four years fails to notice that the dog is not out and about. Did it dawn on Peck when Bak’s usual meal time rolled around? Did he once stop and think, “Where is my partner”?When you handle a dog every working day, month after month, they become just as close to you as any human partner. If a human officer willfully abandoned his partner to die of heat exhaustion, he’d be not only fired, he’d immediately be brought up on felony murder charges.

Matthew Thomas Peck was arrested on August 29 and charged with one count of cruelty to an animal, a felony punishable by imprisonment for up to five years, and a fine of up to $5,000. After booking he was released on bond.

I had planned on attending his hearing scheduled for November 30, 2016, but was notified by the district attorney’s office that Peck had been deployed and would be leaving prior to November 30, therefore, the hearing was being postponed. He was deployed to the Ukraine on November 28 with the Oklahoma National Guard Company A 45th Brigade.

The wait began.

He has a Preliminary Hearing Conference scheduled for October 11, 2017, at 9 am at the Stephens County Courthouse. Although it’s imperfect, justice does still exist in the world. I have faith in Stephens County Assistant District Attorney Cortnie Siess to ensure that K9 Officer Bak receives it and that his slow and agonizing death does not go unpunished.

The Tragedy of K9 Bak…

Several months ago I wrote a post entitled What Is It With These Psycho Cops??? which focused on K-9 Bak of the Stephens County OK Sheriff’s Department. K-9 Bak was 8 years old and had served with the Sheriff’s Department since he was 2. For the past four years, he was partnered with (former) Deputy Matthew Peck with whom he also resided. Coincidentally, both Bak and Peck had worked for the Sheriff’s Department for six years. According to Sheriff Wayne McKinney, K-9 Bak was an excellent dual purpose dog used for detection and narcotics.

When former deputy Matthew Peck returned home from duty on August 3, 2016, he left K-9 Bak in the vehicle for approximately 38 hours with no water, food or ventilation. He literally closed the car door and walked away. Even after everything I’ve written about this case I still cannot fathom what motivated Peck. I’ve read one or two media reports that said “people” had claimed that Peck had started leaving K-9 Bak in the patrol car on his days off but I’ve encountered so many discrepancies with this case that I’m not sure what’s true and what’s not except that a noble K9 (often called a #BlueDog) died an excruciating death, alone in a patrol car, when the outside temperatures hovered at 100 degrees.

On August 5, Peck returned to his vehicle and found his K9 partner dead inside at which point he notified Undersheriff John Smith. It was reported that as officers approached Peck’s vehicle they could smell a decomposing animal. An internal investigation was launched and Peck was terminated on August 8. A criminal investigation however continued and on August 29 District Attorney Jason Hicks office charged Matthew Peck with one count of cruelty to an animal, a felony punishable by imprisonment for up to five years, and a fine of up to $5,000. Peck’s bond was set at $5,000 and his first appearance was yesterday,  November 2, at the Stephens County Courthouse. Court documents state that Peck found  K-9 Bak dead at approximately 10:40 a.m. August 5, 2016.

 In my original post on K-9 Bak, I  wrote about the physiological effect heat exhaustion has on a canine so won’t repeat it other than to say the dog suffers terribly. I have a feeling that K-9 Bak was crated inside the patrol vehicle although I could be wrong. The reason I think this is twofold. If Peck truly had started leaving the dog in the vehicle on his days off it would be easier to clean urine and feces out of a crate as opposed to the car seat. Secondly, even if August 3 was the first time Peck left Bak in the vehicle, after 38 hours Peck would have opened the door to utter destruction yet none of the media reports mentioned a damaged car. A trapped canine will literally shred the interior of a vehicle in an attempt to escape the oppressive heat. As the heat rises, the trapped dog will claw, bite and/or try to chew their way out.

This is the interior of a police cruiser from Montville Township Police Department in Ohio. K-9 Beny was trapped inside the police vehicle for four hours on September 28, 2014, and died. As the heat rose, K-9 Beny, trapped inside the car, tried to claw, bite and chew his way out. The temperature that day was 80 degrees. His handler, Sgt. Brett Harrison was charged with two counts of animal cruelty but only found guilty of one. He remains a sergeant with the Montville PD but is no longer a handler.

 

This has been an unbelievingly difficult story to follow because of all the inaccuracies I’ve discovered. For example, in the hometown newspaper, The Duncan Banner, one article said that K-9 Bak died on August 5 yet another one of their articles said he died on August 24. Then there’s the mainstream media ~ the local affiliates for ABC, NBC, CBS, and Fox. One would report that Peck discovered K-9 Bak when he approached the vehicle that morning while another said:

On Friday morning, as Beck was driving to court, according to WXIN (Indianapolis), he noticed the smell coming from the back of his patrol car. On seeing the rotting body of his partner in the back, Peck went straight to his superior, Undersheriff John Smith.

I’ve often wondered how well reporters fact check because through my K9 advocacy work I find a multitude of errors and often one reporter writes verbatim what another reporter has already written. 

On November 2, Matthew Peck had a Preliminary Hearing Conference which I chose not to attend as it is very basic. At the conference, he was scheduled for a Preliminary Hearing in front of a Special Judge on November 30, 2016, at 9am which I planned to attend. At this hearing, the prosecutor will prove to the judge that a crime was committed and witnesses will testify.  If the judge agrees then a trial date is set. Since Preliminary Hearing Conferences can be continued before the date it’s scheduled and often on the actual date, I was paying a bit extra to buy my plane ticket with cancellation insurance. I researched package deals last night (flight, hotel and car rental) and was going to make my purchase this afternoon. Then an email arrived from the assistant district attorney; Matthew Peck has been deployed and will be leaving before November 30. Amazing! Six years with the Sheriff’s Department and not once was he deployed but now that he’s facing a felony charge ~ poof. Did I also mention his father is with the OSP and he has a brother in law enforcement as well?

Peck was in the military at some point and probably remained active with the National Guard. Somehow it doesn’t seem right that he can leave with this charge pending but this is the United States where we are innocent until proven guilty.

So where do I go from here? With Peck deployed the trial will be postponed for a long time. Emotions surrounding K-9 Bak’s horrific death will go by the wayside. His name will come up in a Google search as he joins the growing list of K9s who die in hot cars; his life reduced to a mere number. People will move on and forget about a noble and devoted dog who contributed so much to both the Stephens County Sheriffs Department as well as the community he served faithfully for six years. And what about Matthew Peck? What made him so void of humanity that he could essentially murder his partner in such an unconscionable way?  What kind of human, especially one sworn to serve and protect, does something so savage?

Where did K-9 Bak come from? Was he imported as many working dogs are or from a United States breeder?  Where did he live/work prior to joining the department when he was 2? Was he fully trained when he became an officer for Stephens County? What was the plan for him as he approached retirement? There are too many questions that need to be answered and until they are, I simply cannot chalk Bak’s life up to a statistic and forget about it. I have come to care about this issue more than I intended when I first wrote about it. I’ve invested myself and simply put, need to see it through.

As for the ever-increasing number of K9 hot car deaths? Perhaps the only thing that could prevent 100% of these deaths is a policy that required officers to never leave a dog alone in a vehicle.

In closing, I read an article in September about how the community K9 Bak served united to honor him with a memorial. Such a beautiful act of compassion and love…

**Update** I learned on October 26 that when imposing the 60 day sentence minus 17 days already served on the man who raped his own daughter multiple times, Judge John C. McKeon also allowed this incestuous rapist to serve the 43 days at HIS DISCRETION! The BEST thing that could happen to this 12 year old girl that NO ONE spoke for is to get as far away from Montana as possible and never look back. I pray she has a relative in another state because her mother, grandmother, court and Montana ALL failed her.

As a survivor of horrific childhood abuse ~ physical, emotional and sexual,  I think I’m qualified to chime in on a recent case in Montana that makes me question if the system has evolved at all in the past 30 years. When I was a little girl children had no rights; we were like chattel. We “belonged” to our parents and therefore were not given the right to speak or defend ourselves. Even if by some miracle we were given the opportunity to do so, a few simple words from a parent would negate anything we said.

This particular case involved a 40-year-old man who raped a 12-year-old girl multiple times. The victim? His own daughter.

Her life will never be the same I guarantee. With counseling and a strong support system she *might*  move past it to lead a productive life but make no mistake  ~ “it” will never truly leave her. Instead, the insidious evil of her repeated rape will remain buried within her soul and without rhyme or reason will rear its ugliness when least expected. be594676b96285c1216c20e61941f49a

The district attorney, whom I commend, had an arrangement with the defense attorney for  the father to serve 25 years in prison. As this predator  (who admitted to raping his daughter (3) times) stood before the bench on October 4, 2016, he expected to be sentenced to 25 years. However District Judge John C. McKeon shocked everyone by imposing a sentence of 60 days with 17 days credit for time served.  This despicable,  abhorrent,  predatory creature masquerading as a man will serve 43 days for violating a child, HIS child, in one of the most egregious  ways possible.

As shocking as this is, the events surrounding this case become even more disturbing. The victim’s mother, who walked in on HER husband sexually abusing HER daughter, wrote the court in defense of her husband instead of her daughter. As he further justified the sentence, calling it “a just and proper decision”, Judge McKeon  cited statements from the victim’s mother and maternal grandmother, both of whom acknowledged the “horrible” nature of the crime while seeking leniency.

“He needs help — not to spend 25 years locked up,” the victim’s mother wrote. His two sons need their father, she added, “even with very understandable restrictions.” She wrote that her husband “made a horrible choice” but a 25-year prison term was not the best punishment.”He needs help,” she wrote the court. “He has two sons that still love him and need their father in their lives, even with very understandable restrictions. I would like to see my children have an opportunity to heal the relationship with their father. Please give him the opportunity to work on fixing the relationships he destroyed. He is not a monster, just a man that really screwed up and has been paying in many ways.

The maternal grandmother wrote that the man’s “children, especially his sons, will be devastated if their Dad is no longer part of their lives.

Judge McKeon said the man’s family, friends, church, and employer had all voiced their support for him in court and that he weighed all these factors in handing down the sentence.

Not her mother, maternal grandmother, social worker, an advocate for sexual abuse, a guidance counselor, church ~ no one!

Needless to say the community is outraged and a group called Justice 4 Montana started a petition  to Impeach Judge John McKeon which has over 99k signatures as of this evening.

The petition names the father and shows his booking photo as do several media outlets. I however chose not to out of respect for the victim and must say I had to hunt for articles that did NOT give his name so that I could hyperlink. I also refuse to post a photo of a rapist. Reading about this travesty of justice took me back to a similar case  which ironically also happened in Montana. In 2007 a teacher at Billings High School, Stacey Dean Rambold, raped a 14-year-old freshman, Cherice Moralez over a 3 month period during the latter part of the year. Early in 2008 Cherice confided in someone from her church counseling group about the multiple rapes. One of her peers in the church group contacted Cherice’s  mother who notified police immediately. Despite coming from a loving and supportive family plus having a spunky  personality, Cherice began to deteriorate into the darkness as she became ostracized and bullied both at school and in the community. This beautiful girl who was just beginning to experience life, committed suicide on February 6, 2010, a few weeks shy of her 17th birthday.

 The nightmare was far from over for Cherice’s family. Although  Rambold pled guilty,  District Judge G. Todd Baugh of Billings, Montana, sentenced the former high school teacher to 15 years in prison, with all but 31 days suspended, for sexual intercourse without consent. 31 DAYS in prison after suggesting the victim, Cherice, was equally responsible for the 2007 rape. Judge Baugh said that 14-year-old victim seemed “older than her chronological age.

Baugh said the victim looked older than her years and was “probably as much in control of the situation as was the defendant,” according to the Montana attorney general’s office.

 After public outcry, Rambold was sentenced to 10 years in prison by Judge Randal Spaulding in September 2014.

In an ironic and callous twist in 2015,  now retired Judge G. Todd Baugh had the lifetime achievement award bestowed upon him by his local bar association.

Both of these cases are extremely disturbing as are other cases where rapists are given a slap on the wrist (Brock Turner comes to mind). Violate and degrade a child or woman and receive a “sentence” equal to serving a month in jail for unpaid traffic tickets?

The victims are often forced to sit through hours of testimony,  called to the witness stand to be cross-examined, often by a male, and forced to recall the horrific details of their abuse. When will we stand up for the youngest and most vulnerable victims of these unspeakable crimes and bring their perpetrators to justice, or is justice dead and gone?

The U.S. judicial system has victimized the victims for years by subjecting them to the process of investigations, only to allow rapists and pedophiles to get off on an ubiquitous technicality.

Is this what the justice system has evolved into?

And remember in the first case, no one even spoke for her!

On July 13 I wrote a post about the death of Pennsylvania Department of Corrections  K9 Totti called RIP K9 Officer Totti ~ End of Watch. K9 Totti, a 2-year-old Golden Labrador, died on July 7, 2016, because he was left in a hot car for 3 hours by his handler, Sgt. Chad Holland. I’m not going to retell all the events of that day as honestly? They make me extremely angry. Totti’s death galvanized me on several levels. He died of heat exhaustion which is how my dog Callie died. Not because I left her in a hot car but because her vet of many years allowed her to languish in one of her exam rooms with a temperature that rose by the hour. By the time I took Callie out and arrived at the emergency veterinary practice, her temperature was past the point of being dangerous. My beloved Callie died because the prolonged and untreated temperature caused sudden onset of irreversible organ damage; she went into acute renal failure. The second reason K9 Totti’s death galvanized me is personal and I’m not “there yet” where I can think about it much less write it; someday. Suffice it to say I am indebted to a K9 officer and in writing about them, I’m paying it forward in my own way.

On October 20, 2016, K9 Totti received justice as her former handler, Chad Holland, following a bench trial, was found guilty of animal cruelty, sentenced to 2 days in a correctional facility and fined $300. There have been several media articles yet whether Holland is still employed as a correctional officer is unclear. Example ~ this article refers to him as “A former central Pennsylvania corrections officer” so to clarify if only for my own edification I reached out to a reporter I know in PA. She’s also curious and will find out from the Department of Corrections (DOC) on Monday.

K9 Totti and his handler were assigned to the Rockview State Prison, located just a few miles from Bellafonte PA, and by prison standards is quite large. Rockview has over 670 full-time employees and on September 30 had  2,367 inmates. It sits on property that consists of several thousand acres. Rockview is also the only PA prion equipped to administer the death penalty. Although technically PA is still a death penalty state, shortly after taking office in 2015  Gov. Tom Wolf announced that he was placing a moratorium on it until he reviewed a report on capital punishment in the state. Pennsylvania hasn’t executed an inmate since 1999 and has carried out only three executions since 1976, making it one of the least-active states with the death penalty. Yet the state also has one of the largest populations of death-row inmates with 176 as of October 3.

I’ve given you this data on Rockview so you can understand how important of a role K9 Totti had as part of the drug detection unit. Chad Holland had been a handler for 9 years. The car with Totti locked inside sans air conditioning or any type of ventilation was parked only 10 feet from his kennel yet Holland failed to take care of his partner ~ a living sentient being. Instead he talked on the phone, went inside one of the air-conditioned buildings; basically, everything he did was wrong. Holland might as well have put a gun to K9 Totti’s head and pulled the trigger.  I think that we as a society are tired of reading about K9 hot car deaths due to handler negligence. The surrounding towns in PA were in an uproar and held demonstrations. We created a Twitter storm and two of the DOC top brass subsequently locked their Twitter accounts. The petition gathered over 165k signatures.

Whereas in the past police departments have circled the wagons around a handler, as Bob Dylan sang ~ times they are a-changin’. While I think the punishment given to Chad Holland is quite lenient at least it’s a start. As you saw in some of my other K9 posts, these negligent, irresponsible handlers are being held accountable.

Which brings me to the place I’m going next,  K9 Bak’s murder by his handler, Matthew Peck in Oklahoma. Probably the worst case of wanton abuse committed by an officer. I also wrote about it on August 30 in a post called What Is It With These Psycho Cops???

However, that post was only the beginning of my involvement in K9 Bak’s death. Although unable to establish a relationship with the sheriff, I have with the district attorney and plan on being in OK for Peck’s trial. I’ve kept detailed notes and plan on writing about it. I simply cannot remain silent any longer.

Some of you may have read my entries when I was nominated for a  (3) day blog challenge on “Quotes”. Of course, I chose dog quotes and I centered them around a pit bull mix puppy, approximately (6) months old named Blue. He had been discovered by security staff from one of Maine’s ski resorts, Sunday River in Newry on October 2, 2015. He was at the edge of the dense woods and to their horror  his muzzle had been taped shut. They called the ACO who in turn took him to  Bethel Animal Hospital which is owned by Dr. Gary Stuer,  part of my GSD Sasha’s medical team.  Honestly? As someone who lives in the Western Mountains of Maine, I can tell you with 100% conviction that it’s a miracle the puppy was discovered. The mountains are high and the woods dense and thick. Bethel and Newry (Sunday River) connect and you can’t tell when you’ve crossed the border of one into the other. 

Despite deep facial tissue damage the puppy  who the staff  named “Blue“,  made a wonderful recovery and was adopted by a lovely family. If you read this article  which also has a short video, you’ll find the link to Blue’s Instagram!

Bethel Animal Hospital had an Open House on October 8 and the guest of honor was no other than Blue! What a strong little guy he is! All muscle and kisses! One of the major networks was there and will be running a feature on him later this month.

They still haven’t found the waste of oxygen that did such a horrid thing to an innocent puppy then left him to die in the woods. I thought with the reward someone would have, as they say in Maine, thrown the culprit under the bus, but not yet and it’s been just over one year.

Blue is such a testament to the indomitable spirit that we all have but sometimes it’s in hiding. Look within yourself and you WILL find it. Maybe not all at once, but bit by bit. The will to survive is strong and a miracle thrown in along the way certainly doesn’t hurt.

I really thought I did a post on this because of my outrage but apparently I didn’t. Since I wrote and launched a petition today I thought I’d share. Maybe after reading one of you might have some insight as to what would cause college students to commit these egregious acts (there are (2) more cases within the post)…

Luke Stribling, 20, of Orange County, Florida is a student majoring in Jazz at the University of Central Florida. He also willingly and maliciously beat, punched, kicked and tortured  his 17- week- old Shiba Inu puppy named Julian  to death. He was arrested on September 30, 2016 by the Orlando County Sheriff’s Dept for “tormenting, mutilating and ultimately killing his 17-week-old Shiba Inu puppy, Julian“. Deputies arrested Stribling on (2) charges of animal cruelty under Florida Animal Cruelty law: 828.12. Cruelty to animals and booked into Orange County Jail on both felony counts of cruelty to animals. Although the extended period of abuse took place last summer, authorities had to wait for the necropsy results to become available before they could charge. Incidently, a necropsy (same as an autopsy but usually refers to animals) takes at best (3) days but at least he was charged.

For those of you not familiar with the Shiba Inu breed I’ve hyperlinked. The abuse started long before little Julian’s death on June 26, 2016. At the time of death Julian was 17-weeks-old and would have weighed approximately 8-10 pounds.

Luke Stribling originally brought Julian to the  East Orlando Animal Hospital on June 12, 2016, where he told the veterinarians that Julian had fallen down a flight of stairs and had trouble walking for two days. According to a statement by the examining vet, during the examination Julian literally shook because of severe pain which prompted the veterinarian to ask Stribling why he let his dog suffer for two days with a broken leg; Stribling did not respond to the question. Suspicious of Stribling’s behavior, the vet staff performed a full body MRI scan and found several other fractures all over Julian’s tiny body. Julian was also nervous in Stribling’s presence which indicated signs of abuse. Based on Julian’s pain and fear, the medical findings, and Stribling’s evasive answers, the clinic staff notified Animal Services.  Unfortunately, there wasn’t enough evidence to seize Julian and he was released back into Stribling’s custody.

I’m having an issue for lack of a better word with the absence of intervention reported in the media because nearly every mainstream outlet has a slightly different spin. For example, if Animal Services did not have enough evidence to intervene, what does Click Orlando mean in their article dated September 30:

Records show Stribling took a four-hour course on responsible pet ownership at Orange County Animal Services earlier this month. He also paid a $256 fine.

On June 26, Luke Stribling brought the deceased Julian to a different animal facility, Waterford Lakes Animal Clinic, still wearing the cast on his tiny leg. X-rays found Julian had a fractured rib, sternum and abdomen and had been beaten to death. Waterford Lakes Animal Clinic contacted Animal Control. Upon questioning by investigators, Stribling admitted that he “hit and kicked the dog multiple times because he was frustrated” with Julian for urinating in his student house.

A necropsy indicated the puppy suffered severe internal injuries, traumatic lesions including a hemorrhaging eye, liver and brain and head injuries.

Stribling’s friends  told investigators he punched and kicked Julian for urinating inside his University of Central Florida-area apartment. So a tiny, defenseless puppy suffered  prolonged abuse and trauma because this pathetic waste of oxygen failed as a responsible pet owner? He was negligent and incompetent in housebreaking Julian and for that reason alone the puppy endured endless abuse.

This is the third college male in the US that has recently been in the news for abusing an animal. A football player at Baylor University in Texas abused his own dog to the point of making it scream in pain and the video of the abuse went on Snapchat! His punishment to date? He had to sit out (3) football games. Yep, next Michael Vick right there.

The other football player abused his neighbor’s dog, Luca,  who he was supposed to be watching. The 42 pound dog was bleeding and the student just opened the door and let him run off. The owner located her dog because of an urgent plea on social media. Luca had to have emergency surgery because his jaw wasn’t broken ~ it was shattered. He lost (6) teeth and had numerous stitches. At least his college has suspended him from playing football.

Both of the football players are over 6’ tall and over 220 pounds. Luke Stribling appears to be of slight to regular build. Oh yes! In his LinkedIn profile he lists that he cares about “Animal Welfare”.

One doesnt have to be an animal lover, a vegan, vegetarian or even an animal activist to reaize that the death of an innocent puppy at the very hands of the person who was supposed to love and take care of him is inherintly wrong. Any  person with an ounce of humanity will surely agree that it takes a dark and evil mind to inflict such torment, pain and death upon an innocent puppy.

My words to Stribling if given the opportunity?

Malevolent as you are to the world, I am surprised you actually have friends.

Daniel Peabody appeared in Cherokee County Superior Court with his attorney on October 13, 2016 where he entered not guilty pleas to (2) counts of aggravated animal cruelty and one count of making a false statement.  A former Cherokee County school officer since 2000 and K-9 handler for the past (5) years, the tall tattooed officer got along well with students and appeared to love his dogs.  According to his LinkedIn profile  provided by Heavy.com (the LinkedIn account has since been deactivated), “Peabody was a Sergeant, Lieutenant and Operations Commander for the Cherokee County School Police Department since August 2000. It also says he has a bachelor’s degree in history, and that he “Cares About” animal welfare. But hidden behind the tattoos,  jokes and erroneous LinkedIn profile claims lay the epitome of evil, a true monster. Peabody was  indicted in September for the death of his partner, K-9 Inka, a (4) year old Belgian Malinois who assisted Peabody in school law enforcement duties, which included drug detection.

He arrived home from work around 4:00pm ET on June 10, 2016 and left K-9 Inka inside an unventilated patrol car, not running hence no air conditioning. The Crown Victoria patrol car also lacked an agency-approved kennel or heat alarm system. Peabody never bothered to check on Inka again until (3) hours later despite the outside temperature hovering at 90 degrees F.  When the idea of checking on his partner, a dog he had personally raised since she was a puppy and whom lived with his family, he found her deceased inside the car with the windows shut. He called  authorities who responded to his home. While speaking with them was Peabody became so distraught over K-9 Inka’s death that he began to hyperventilate and had to be transported to a hospital. He abruptly resigned on June 16 and insiders attributed it to his grief and self-reproach.

The required investigation into K-9 Inka’s death included a necropsy performed by the University of Georgia which indicated Inka died from heat stroke.Then the tale takes a twist as the Cherokee County Marshal’s Office received tips that Inka was NOT the first dog to die in Peabody’s care. Peabody’s former partner was a Golden Labrador,  K-9 Dale, who had been assigned to him between 2007 until Dale’s retirement in 2012 at which time Peabody adopted him. Former K-9 Officer Dale was approximately (6) years old when he retired. Investigators began questioning Peabody who first said Dale died from choking on a tennis ball but eventually admitted to shooting Dale shortly after his retirement because he had an ailment.k9-dale-ga-peobody

He told investigators Dale was buried at his former home in Paulding County, GA. On June 20, armed with a search warrant, investigators unearthed the remains of a dog from Peabody’s former residence which they assumed was Dale due to evidence of a gunshot.

Peabody was arrested on June 22 and charged with animal cruelty in K-9 Inka’s death and with providing a false statement about Dale’s death.

Next morbid twist; a forensic veterinarian who analyzed the remains found at Peabody’s former house in  Paulding County determined they were not those of a male Labrador but a different breed/gender: a female Belgian Malinois. The animal would have been about 10 years old, and possibly Inka’s grandmother.

How this monster eluded detection for so long is both amazing and frightening and to me, indicative of a classic psychopathic disorder. If you read the link provided by Heavy.com you will see that his current wife had an illegal kennel operation and I’ve discovered through other media resources that she has been subsequently charged with several violations stemming from her illegal kennel operation. Yet this human hubris, this pseudo law enforcement officer who tarnishes the badge for honest and responsible officers/ handlers, has the audacity to enter a courtroom yesterday and plead not guilty? To add insult to the memory of these brave K-9 officers, Peabody’s attorney filed a motion to quash the indictment.

In closing, I must applaud Cherokee County GA for their aggressive investigation and indictment of Peabody. I commend them because for the past several years Georgia has had the highest rate of K-9 hot car deaths in the country. Finally, in Georgia it is now a felony punishable by up to five years in prison to intentionally kill a K-9, a penalty stiffened in 2015 after a police dog, K-9 Tanja,  an officer with the Walker County Sheriff’s Office, GA. was shot and killed in the line of duty.
